FERC Notice Regarding Headers & Footers in Documents

Take notice that the Commission’s electronic tariff system (eTariff) does not reproduce footnotes, headers, or footers in the Real-Text-Format (RTF) tariff text posted on the Commission’s website (http://etariff.ferc.gov/TariffList.aspx).[1]  To the extent footnotes, headers or footers are needed in tariff text, filers should enter them separately in the body of the document on each page where needed rather than by using automatic features of the word processing program.

 

[1] This applies to footnotes created programmatically by the word processing software, such as the Insert Footnote Tool in Microsoft Word, and text added to the header or footer areas of a document, such as using the Insert Header or Footer Tool in Microsoft Word or clicking in the header or footer areas of the document.

eTariff 2.7.2 Update is now avaliable

eTariff version 2.7.2 was just released to all hosted customers

Some of the enhancements/fixes in this release include

  • Filing Type dropdown is now in numerical order based on filing code
  • Staying on current section that was just edited (and saved) – rather than taking the user back to the top section in the outline box
  • Dockets are now linked inside the filing
  • Adding multiple related dockets and orders
  • Metadata report is now sorted by collation value
  • CEII Report now lists filings that contain both CEII and/or Privileged documents
  • NEW Reports – the reports have been enhanced in this version. You will see a whole new look and feel
  • New Enhancement of allowing access to CEII document based on company and user name – see Admin Tab > Security > User Administration on how that is set up

Release notes for this version have been attached for your reference and will also be able to be found in the Help Tab > Release notes

New eTariff Reports Coming in Next Release

I had the opportunity to take a speak peak the new version of eTariff that will be coming out soon. I was reviewing the changes done to the report tab and I am thinking all users are going to enjoy the new format, ease, and comfort of the new style.

I can't wait until everyone can see and use the new reports!

Filing 5 or 15 Min Increments prior to Q1

If you are re-filing a quarter prior to Q1 you cannot use 5 and 15 min interval in the increment name. You can keep the begin and end date to that but  increment should set to hourly. Systrends EQR software will throw an error if you use 5 or 15 min interval in the increment column for a quarter prior to Q1

Take notice that on May 16, 2017, staff of the Federal Energy Regulatory
Commission (Commission) will hold an Electric Quarterly Report (EQR) Users Group
meeting. The meeting will take place from 1:00 p.m. to 5:00 p.m. (EST), in the
Commission Meeting Room at 888 First Street, NE, Washington, DC 20426. All
interested persons are invited to attend. For those unable to attend in person, access to
the meeting will be available via webcast.   This meeting will provide a forum for dialogue between Commission staff and
EQR users to discuss potential improvements to the EQR program and the EQR filing process.
Please note that matters pending before the Commission and subject to ex parte limitations
cannot be discussed at this meeting. An agenda of the meeting will be provided in a subsequent
notice.
  Due to the nature of the discussion, those interested in actively participating in the
discussion are encouraged to attend in person. All interested persons (whether attending

New EQR Validation Process!

Now User can choose between two options to validate and save the Data in eFileEQR.

1. Online Data Process

2. Background Data Process

User Can Select the checkbox for any one process through which they want to validate and save the data.

Online Data process:

This process is the same as it has been where it will validate and show warnings on the screen and users need to export the validation report.. 

Steps:

  • Upload the document (Import File Type and Select Files to upload)
  • Click on Load EQR Data
  • Select appropriate Data Update Options (Overwrite/Save)
  • Click on Validate and Save.
  • Validations errors will display if warnings and/or Errors exist in the data.
  • If there are no Validation Errors (Errors/Warnings), the data would be directly saved)
  • And with no errors and allowed warnings user can again click on Validate and Save or Save button to save the data.

 

Background Data Process

This process is implemented to save user time to load the data on to the grid and wait until the validation process completes on the screen and again wait for it to save.  This process is now moved into Queue Process which will process in the background and allow user to work on something else while the file validates and saves

User has to select Backend Data Process if he wishes to process the uploaded document in Queue.

Steps:

  • Upload the document (Import File Type and select file to upload)
  • Select appropriate Data Update Options. (Overwrite/Append)
  • Select “Backend Data process”
  • Select “Allow Warning” if user wishes to save the data if only warnings occur in the data. Errors will not save but validation report will generate to show where errors occur.
  • Do not Select Allow warnings if user wants to run a validation only. Reupload of data will be required if not selected. By not selecting "allow warnings' it only produces a validation report and no save.
  • Click Add Validation to Queue.
  • An alert shows up that the process has been added to queue.

Note:

  • User can just run validations by not selecting “Allow Warnings” and can download the validation document from queue after the process is completed.
  • If User wants to save the data with warnings and no Errors, you can select the “Allow Warnings” which will still generate validation document in the queue, but saves the data also if there are only warnings.
  • Opening queue automatically (Showing up queue items once the validation item is added to queue) sometimes taking few seconds of waiting time.
  • User should not try to import or edit data on the filings which has current process running on the queue with the background process. We have implemented to deactivate Import and Ready to link buttons in Filing Import and Staging, but still needs to implement in the Ready to link module (We are showing an alert while the process is added to queue). 
  • When the last status column on the queue shows “Validation Errors”, that means the validation report is generated, but data is not saved.
  • When the last status column on the queue shows “complete”, that means the validation report is generated and data is also saved.

 

 

The same process also implemented in Staging Filing and Ready to link.

Docket RM16-17 - New Data Collection for Analytics and Surveillance for MBRs

FERC has proposed to revise it regulations to collect certain data for analytics and surveillance purposes form MBR sellers and entities.

FERC held a technical workshop to discuss the data dictionary in the NOPR. 

Systrends attended the workshop and will plan to develop software to convert data to the XML format that FERC is requiring in the NOPR. FERC will not be building any software for this filing.

More details will come as comments and final rule is provided by FERC.

Q2 2016 EQR Filings Due August 1st

As a reminder when the last day of the month falls on a weekend (non-business day) FERC gives you until the first business day after the end of the month to submit filings.

Since the last day of July falls on a Sunday - all filers have until Monday August 1st to submit their 2nd quarter data.

FERC is updating data/filing requirements for for EQR starting Q4 2016

Here is a list of changes/updates FERC will be implementing starting Q4 2016

A.      Increment Name

1.  Field Numbers 28 and 61 are required data fields that currently require EQR
filers to designate the “Increment Name,” or the terms of a particular contract or sale,
as “Hourly,” “Daily,” Weekly,” “Monthly,” or “Yearly” in the Contract Data and Transaction Data sections of the EQR.  Based on our review of EQR data, some EQR filers are reporting “Increment Name” in an inconsistent manner.  For example, certain EQR filers designate some transactions in the Transaction Data section as “Daily”
when they should, in fact, be designated as “Hourly” transactions.  Conversely, some transactions that should be designated as “Daily” are instead mislabeled as “Hourly.”  We clarify that, if the price associated with a transaction does not change on an hourly basis, then that transaction should not be listed as “Hourly.”  However, if the price associated with a transaction does change on an hourly basis, then it must be listed as “Hourly.”  

2.  In addition, the most granular “Increment Name” currently available in the Contract Data and Transaction Data sections is “Hourly.”  Thus, for example, even transactions that are settled on a sub-hourly basis, such as in five-minute or fifteen-minute increments, can only be reported in the EQR as “Hourly.”  In order to align actual transactional data with the “Increment Name” required by Field Number 61, we will add values for sub-hourly transaction increments in the form of “(5) - Five-Minute” and “(15) - Fifteen-Minute” to Field Number 61.  Accordingly, EQR filers will be required to report transactions that occur on a sub-hourly basis, i.e., in five-minute or fifteen-minute increments, as applicable, using the relevant designations in the Transaction Data Section of the EQR.  We will include definitions in Field Number 28 for “(5) - Five-Minute” as “[t]erms of the contract (if specifically noted in the contract) set for up to 5 minutes” and for “(15) - Fifteen Minute” as “[t]erms of the contract (if specifically noted in the contract) set for up to 15 minutes.”  Similarly, we will include definitions in Field Number 61 for “(5) - Five-Minute” as “[t]erms of the particular sale for up to 5 minutes” and for “(15) - Fifteen-Minute” as “[t]erms of the particular sale for up to 15 minutes.”    

3.  Finally, the use of the word “consecutive” in the definitions of the specific increments listed under “Increment Name” in both the Contract Data and Transaction Data sections has created some confusion among filers with respect to how they should report peak and off-peak contracts and transactions.  For example, “Daily” transactions are defined in Field Number 61 as “Terms of the particular sale set for more than 6 and up to 60 consecutive hours . . . Includes sales over a peak or off-peak block during a single day.”  Some EQR filers interpret “consecutive” in this context to mean that daily off-peak transactions should be reported as “Hourly” because off-peak hours can extend over more than one single day.  However, these transactions should be reported as “Daily” and not “Hourly.”  To ensure greater consistency in how peak or off-peak contracts or transactions are reported, we will delete the word “consecutive” from the definitions listed under “Increment Name” in the Contract Data and Transaction Data sections.   

B. Commencement Date of Contract Terms

4.  Currently, the EQR Data Dictionary defines the “Commencement Date of Contract Terms” in Field Number 22, in relevant part, as “[t]he date the terms of the contract reported in fields 18, 23 and 25 through 44 (as defined in the data dictionary) became effective.  If those terms become effective on multiple dates (i.e., due to one or more amendments), the date to be reported in this field is the date the most recent amendment became effective.”  Field Number 22 requires that any amendment to the specified fields necessitates a change to the “Contract Commencement Date” and a new corresponding contract number.  Accordingly, for example, if the termination date of a contract changes, then the EQR filer must change the “Contract Commencement Date” in Field Number 22 and submit a new corresponding contract number. 

5. In Order No. 2001-H, the Commission stated that an amendment to key terms associated with the products and services offered under any given jurisdictional contract would require a change to the information collected in Field Number 22 regarding the date that service commenced under the contract.The Commission noted that information about when key terms were established is necessary to better understand the market conditions at the time a contract was put into place.

6. In Order No. 2001-I, the Commission delineated Field Numbers 18, 23, and 25 through 44 as fields containing key terms where changes to those fields would require a change in the date reported in Field Number 22.  We find that the current definition of “Commencement Date of Contract Terms” should include two additional key contractual terms:  “Seller Company Name” (Field Number 16) and “Customer Company Name” (Field Number 17).  For example, if the name of the Seller Company or the Customer Company changes, EQR filers must list a new “Commencement Date of Contract Terms” in Field Number 22.  We will therefore add Field Numbers 16 and 17 to the list of specified fields in the definition of “Commencement Date of Contract Terms.”  The definition of Field Number 22 will be revised, in relevant part, to “[t]he date the terms of the contract reported in fields 16, 17, 18, 23 and 25 through 44 (as defined in the data dictionary) became effective.”  

C.  Transmission-Related Data

7.  In Order No. 2001, the Commission required public utilities to file EQRs summarizing contractual terms and conditions in their agreements for all jurisdictional services, including transmission service.  In particular, Order No. 2001 required public utilities to file information in the EQR about standard and non-conforming transmission service agreements under their Open Access Transmission Tariffs (OATT) in the Contract Data Section of the EQR. However, based on our review of EQR data, many transmission providers are not filing the necessary transmission-related data.  We affirm the requirement set forth in Order No. 2001 that public utilities, including RTOs and ISOs,must file information about generally applicable transmission service (i.e., standard forms of transmission service agreements) and any agreements with individual terms and conditions or unexecuted agreements for any service (i.e., non-conforming transmission service agreements) in the Contract Data Section of the EQR.  Pursuant to Order No. 768, this requirement also applies to non-public utilities required to file EQRs that have an OATT on file with the Commission.

D.  Time Zone Field Options

8.  Currently, options associated with the “Time Zone” field, which are listed in Appendix D of the EQR Data Dictionary, include “UT (Universal Time) and “NA (Not Applicable).”  “Universal Time” is a modern continuation of Greenwich Mean Time.  Based on our review of EQR data, it appears that no EQR filers use the “Universal Time” option when reporting time zone information.  Therefore, the Commission will eliminate this option from Appendix D.  In addition, the Commission will eliminate the option “Not Applicable” from Appendix D because this is not an appropriate option for reporting time zone information. 

E.  Removal of E-Tag ID-Related Data Fields

9. In Order No. 768-B, the Commission rescinded the requirement for EQR filers to submit e-Tag ID data for each transaction reported in the EQR if an e-Tag was used to schedule the transaction.  Accordingly, we will delete the fields related to the e-Tag ID reporting requirement (i.e., Field Numbers 75 through 78) from the EQR Data Dictionary.

For those who have Sandbox sites with Systrends it will be updated automatically.

Hosted customers will be updated soon.

Select the company from dropdown menu 3. Go the Filing Tab and select "Create New Filing" 4. Enter in Filing Details a. Filing Title (usually includes quarter and year that you are filing) b. Keep Status at Draft c. Filing type is New if this is the first time filing for the quarter; Replace if it is not the first time d. Select the Year for the filing data e. Select the Quarter for the filing data f. Filing agent details will be saved and can be selected from the Contact Person dropdown g. If you are a new filing agent then type in the contact information exactly how you are registered with FERC   5. Click Save   6. The system will take you back to the filing library where you will open the filing you just created by clicking on the title   7. For Import Data method - select Import Button  8. Select the File type that you are loading (Excel, CSV or Zip) and browse/Select Files and choose the file that you need to load.   9. Click "Load EQR Data" Button   10. Select Filing Modification Options for the data that you are loading (ID Data, Transactions, Contracts, Index Reporting) a. Select New/Overwrite checkboxes if this is the first set of data that is being loaded b. Select Append if this is an additional set of data being loaded to what is already in the filing   11. Click Validate & Save Filing button   12. A validation of the data will run. When it is finished the system will indicate if you have any warnings and/or errors in the data a. If you have any errors: Click "Export Validation Report" and open the document when completed in the queue. Correct any errors highlighted in red and Repeat step 7-11. All validation reports are now saved in the "Filing Validation History" tab but you must click export validation report button in order for it to save in the history b. If you have ONLY warnings:  You can still Export a validation report to save a copy of the warnings for future reference BUT most importantly you need to click the SAVE FILING button again to save the data with the warnings   13. Repeat Step 7 - 12 until ID Data, Contract Data, and Transaction Data files are all loaded. (if all the data is on one excel then you do not need to repeat)   14. Go to the FERC Submission Tab 15. NEW SAVE Buttons in EQR

When you log into an EQR filing, you will notice an extra button for validating and saving data, along with the original save filing button. We have come up with a way to avoid having to "validate" the data a second time when you click save filing after you receive only warnings in your validation.

The old process was to click save filing in which the system would run a validation and provide you a summary of warnings and/or errors. If you only had warnings and wanted to save the data with the warnings you would click save filing again and it would run a validation again and then save.

THE NEW PROCESS is to now to load your data, and then click the Validate and Save Filing. Then if you receive only warnings and you are OK with the data with warnings, then click the Save Filing button. This will bypass validating the data for a second time and just save your data.

If you make manual changes after uploading then click validate and save button to validate any changes you have made.

RECAP:

  • Validate and Save Filing button - Click  when you load data and want it to be validated
  • Save Filing - click this button if you receive only warnings from your validation and want to save the data without running through another validation. 

WARNING:

It is important to click Validate & Save filing first, otherwise the will software will come up with "error occur" especially if you have data that is incorrect. Only click save filing if you have warnings and want to bypass having the system run another validation.

eTariff 2.5.3 Version is Ready

A new version of eTariff has just been released!!!

Version 2.5.3 with Database Build 41 will be updated to your eTariff soon.
 

The Release includes the following fixes and enhancements:

  • Brand New Dashboard Design.
  • Improved functionality of modified by and modified date in the library
  • Automerge check to make sure the latest version gets in the master tariff
  • And eTariffViewer Improvements

All hosted customers will receive the new release automatically. You can check to see if your eTariff has been updated by going to the Help Tab and choose About and check for 2.5.3 version.
